In this age of growing decentralization, it is becoming more and more important for local public entity to manage an autonomous public administration in line with the current condition of each region at its own discretion and responsibility.
Tokyo needs to promote disaster prevention countermeasures against heavy damage scenarios caused by an earthquake (occurring directly beneath the metropolitan area), among other possibilities, and to develop a city with a strong disaster prevention system. At the same time, it is essential that Tokyo actively works on important issues such aging society with low birth rate and supporting small and medium-sized enterprises by responding to the changes based on the social conditions in order to create a city where the citizens can feel safe and secure.
In September 2013, Tokyo was selected as a city to host the Olympic and Paralympic Games in 2020. The Metropolitan Assembly is determined to make full efforts to promote further development of Tokyo as well as ensuring the success of upcoming Tokyo Olympic and Paralympic Games which can be a spark for Japan's recovery.
The Metropolitan Assembly is the legislative body of our dualistic representative system, and the Assembly members have been elected by the citizens of Tokyo. In light of the tensions between the Assembly and the executive organs such as the Governor of Tokyo, on behalf of the citizens of Tokyo, we resolve to sincerely engage in discussions on an equal footing with them in order to resolve various issues that this city faces. Furthermore, from a perspective different from the executive organs, we will do our best to present the future direction of metropolitan government and make more progress in the administration of Tokyo.
