As a municipal assembly representing a major international city of the Asian region, the Metropolitan Assembly has been promoting international exchange with various nations to enhance the Assembly activities responding to globalization.
The focus of such international exchange is mutual visits with the assemblies of foreign cities with which Tokyo have developed sister or friendship city/state relationships. The Assembly has also sent research delegations consisting of its members in order for them to learn about their progressive approaches and utilize such experience in their Assembly activities.
Tokyo currently maintains sister or friendship relations with 11 cities (states/prefectures) around the world. In order to exchange information on metropolitan administration and other issues, and to deepen mutual understanding and cooperation, the Metropolitan Assembly implements mutual visits with the standing committees of the People's Municipal Congress of the City of Beijing and County Borough of Seoul on a regular basis.
The purpose of dispatching of research delegations overseas is to reflect the results of the delegation on the activities in the Metropolitan Assembly. The Assembly members visit various cities implementing useful measures and unique approaches which can help the members tackle major challenges of administration of Tokyo and examine implementation of important policies. The dispatch of delegations began in FY1967.
Various officials have honored the Metropolitan Assembly with their presence, including the mayors and assembly presidents from sister or friendship cities. Such officials are greeted by the President and members of the Assembly, and are provided with tours of the Assembly Hall and guidance on the framework of the Assembly.
