The secretariat is placed under the Metropolitan Assembly to support its activities.
The secretariat consists of three divisions under the direction of Secretary to the Assembly who reports to the Assembly President. The secretariat supports the operation of plenary sessions and committees, prepares materials necessary for the activity of the Assembly and conducts surveys pertaining to the administrative activities of the municipality. All staff members of the secretariat are appointed by the Assembly President.

The Metropolitan Assembly Library collects and maintains the publications created by the municipality and documents/materials necessary for the activities of the Assembly.
